Can I read your mind/touch your feelings?
Schuldig's got mental shields. His mind is closed off from the world at his own will and control. As far as your character with "special powers" or whatnot is concerned, the shields are impenetrable and you cannot decide for yourself that you can see past them unless we've discussed it before hand. If you think your character has a shot at Schuldig's mentality, sure, but talk it trough with me first and ask for permission. :)

Answer with a scale from 1-10, where 1 is "mental/physical pokes are okay, but not more than that", and 10 being "go all out and make me miserable"!

Canaan is a yes. about a 3 - poke him, touch him, make him unhappy, but don't fuck him over. He does that enough to himself, and anyways, Serph would eat you for fucking with tribe.
Zhu Irzh is a no. I'm not clear enough on his mental capabilities yet to know how to work it - I know he can read minds and influence them, but I don't know how - if it's a special psychic thing, if it's a general demon trait, whatnot - or how strong he is.

Viper has mental shields, I'm going to say no to seeing inside. Bothering her with touch is okay but she will teleport away if he starts really fucking with or threatening her.
Shirley is a kind and sweet Jesus and I would rather her life not be a living hell. But she has no shields or anything.
Devit GO AHEAD AND ANNOY THE SHIT OUT OF HIM AND READ HIS MIND ALL YOU WANT. Schu would be able to see the Noah in there I'm sure. If you start to bother him to like a Joshua extent then he will stop threading with you.
Hyuuga will not be bothered by anything Schu does. Schu might encounter Ayanami in his mind on certain occasions and I imagine Ayanami would be very unhappy if that happened lol. But Hyuuga's mind is extremely opaque.
Rise you can go ahead and read her mind and fuck with her all you want, but she does have a Persona 4 mafia.
Envy will kill you if you annoy him. His mind is a horrible, horrible place to be.

Delirium is insanity herself. As a godmoder she is canonly capable of "bringing sanity or madness to all within her scope." So she DOES have a shot at his mentality, but you know that I'd talk to you beforehand if I wanted to have something happen. I think Schuldig would have too much respect for her to try anything serious, so no number ranking needed.
Yukimi has no mental pings, though he is aware of a mindreading jutsu that exists in canon. Let's go with a 5. He fights back.
Dancy has no mental pings of the sort you're talking about, but canonly her angel does tell her things about others that no one could possibly know about. I'll let you know if I'm interested in having the angel tell her anything about Schuldig so you can go yea or nay. Let's put her at a 9, though try to keep it more on the mental side. Physically she is likely to try taking a carving knife or razor to him, but only if she sees him as an actual threat.
Belphegor has no mental pings and I have to ask that Schuldig not make mention of Rasiel's name or that Bel is Austrian. Bel does not tell ANYONE these, so very few people know of said facts. I'm totally up for... let's say an 8 on the scale. Fuck with Bel all you like, as long as you're prepared for him to get serious and RIPPER MODE on Schuldig. No significant damage like fatal wounds or lost/useless limbs.
Kirima Nagi has no mental pings but is by default incredibly wary of anyone exhibiting psychic abilities. Lots of creatures in canon called synthetic/composite humans have such abilities, and she has taken down a number of them. She fights back with aikido, karate, and stunguns, and will probably think Schuldig is a member of the Towa Organization. You can fuck with her on a level 4.

Shuri is an EXTREMELY VULNERABLE PERSON. Like on that scale from 1 to 10, he would start freaking out at 1. Therefore, while I'm okay with people fucking with him, DOING IT IN SMALLER DOSES IS PROBABLY BEST; he will react about three or four levels above the level you are actually hitting him with.
Kristoph is up for a low level of mindfuck, but I think he's paranoid enough without anyone mindfucking him over a 3 or 4.
Lucca... eh she can take it you can do what you want really. If it got serious she probably would fight back though (physically/magically, not mentally).
Tsukiumi is also up for the lower levels, but nothing too serious I think.

Stiaan is also a very skilled psychic, among other things, but he'll probably just block you instead of getting violence-happy in your direction. If the situation comes up, we will talk things over, most likely, but as with Morrolan pushing him too far is liable to be hazardous to one's health. ("Too far" gives a lot more leeway than Morrolan, mind; Stiaan's not a terribly violent person.)

Well Giovanni's something of a limited sort of telepath/something? He hacked into Heine's dream/subconscious once, and that's so far all he can do mindwise, but yeah, otherwise, go wild.

Accelerator is a ridiculously overpowered psychic. When in Normal Mode he merely has some very strong mental barriers up. You can probably only catch surface thoughts; nothing further in. When in ESPer Mode he is 100% immune to all psychic invasions; all attempts would be redirected away. I'd put him at about a 5. Go ahead and touch him in the mind. He'd only fight back if provoked badly enough.
Nana is telekinetic. I'd put her at a 2 or 3. She might fight back if threatened, but that's it.
Squid Girl is a squid. Her thoughts might not read the same as a human's would, but you're free to have him able to read them anyway. Let's go with a 4 for now. She fights back via tentacles.
